The consequence: a strategy tested on intraday candles can only reach back to 2003. If your study wants the 1970s–1990s regimes — Plaza Accord, ERM stress, the euro launch itself — it must run on daily candles, because that is the only granularity that was ever recorded that far back.

The 1973 question: what is EUR/USD data doing before 1999?

The euro started trading on 1999-01-04. A EUR/USD series whose daily candles begin in 1973 therefore contains a long span that predates its own currency — a reconstruction from the pre-euro era, as every multi-decade EUR/USD series from any vendor necessarily is. Both dates are verifiable; the practical rule that follows is: treat pre-1999 values as a proxy series. It is internally consistent and fine for long-regime studies, but do not backtest euro-specific microstructure into years when the euro did not exist.
