The leu is a managed float in practice: the National Bank of Romania smooths the EUR/RON rate so effectively that its volatility is a fraction of free-floating regional peers, and USD/RON is largely EUR/USD wearing that smoothing. Long flat stretches punctuated by small step-adjustments are policy fingerprints, not market microstructure. Models premised on continuous price discovery will misread them.
